Confiscarea bunurilor fostului adjunct al Rostehnadzorului

Nagatin District Court of Moscow ruled to confiscate the property of the former Deputy Head of Rostekhnadzor, Dmitry Frolov, and his relatives worth 1.6 billion rubles. The General Prosecutor’s Office filed the claim, stating that their demands were fully satisfied and the ruling is to be executed immediately. In particular, the state will receive more than 40 premium real estate properties and seven luxury cars worth over 500 million rubles.

According to the General Prosecutor’s Office, Frolov purchased this property between 2012 and 2023, but registered it in the names of relatives and affiliated individuals to avoid reporting it in his declaration and "hide his financial status." For instance, he registered a land plot with a house in the elite cottage settlement "Lazurny Bereg" on the shore of the Pestovskoye reservoir in the Moscow region, worth over 100 million rubles, in his mother’s name. Apart from that, Frolov acquired more than 40 securities worth at least 800 million rubles, including bonds from The Arab Republic of Egypt, Petroleos Mexicanos, and shares of Okta A. The Prosecutor’s Office noted that the official did not provide evidence that the property was purchased with legal income.

Frolov was dismissed from his position as Deputy Head of Rostekhnadzor in July 2024. According to sources from Vedomosti, claims against him arose after an inspection conducted several months earlier in February. It was then discovered that he hid his income by registering assets in the name of his "common-law wife," three joint children, and parents. Among this property were several apartments in Moscow, non-residential premises, country houses, and shares in major Russian banks. Meanwhile, the total income of the defendants over the period from 2009 to 2023 did not exceed 143 million rubles. In the summer, the Prosecutor’s Office reported violations of anti-corruption legislation to the government apparatus, and Frolov lost his position.

Frolov worked at Rostekhnadzor since September 2006. He was appointed as Deputy Head of the agency in August 2019 by Dmitry Medvedev, who was the Prime Minister at the time.
